Micromobility

Micro Mobility sharing is a transportation solution ideal for short-distance, point-to-point trips. It allows users to pick up an available scooter using app-based technology.

The City of Hopkins has entered into a pilot program with Spin Scooters to operate scooters for one season (April to November).

Scooters are “dockless” and can be picked up and dropped off within the areas serviced by Spin. These scooters have GPS capabilities to monitor use and identify location.

  • Scooter drop offs are limited along Mainstreet and must be parked 10 feet from the back of the curb along Mainstreet on Avenue streets. Scooters may be parked anywhere in Clocktower Plaza.
  • Spin also operates scooters in St. Louis Park, Golden Valley, and Minneapolis so riders may ride between cities.

Using Shared Mobility

Scooter users must follow the same traffic laws as bicyclists. They are allowed to use city and Three Rivers Park District trails. However, according to state statute, they can’t be used on sidewalks.

Scooters must be parked upright and stabilized with a kickstand when not in use. They must not be parked in any location or manner that will disrupt normal and reasonable pedestrian traffic or access to things such as pedestrian ramps, driveways, entrances, transit stops and crosswalks.

Spin Scooters are available from 4 a.m. to 2 a.m., after 2 a.m. scooters will be disabled, and trips will end.

Cost 

Spin Scooters will be available for an unlock fee of $1 and a per-minute fee which may vary.

Spin has several discount programs available to residents and businesses which can be viewed on Spin’s website.

Parking a Scooter

When parking your vehicle, please park out of the right of way, ensuring that sidewalks, driveways, and fire hydrants are accessible.

Acceptable places to park scooters

  • Any public bike rack
  • Public bike parking
  • Public bike racks
  • Most city street signs (except stop signs and bus stop signs)

Do not park scooters in any of these places:

  • Against Trees
  • Along Handrails
  • Along Streetlights
  • Against Bus stop or Stop signs
  • In a place that blocks the sidewalk or an intersection

City ordinance and rental company rules regulate scooter parking.

Report an Unsafe or Abandoned Scooter 

To report an unsafe or abandoned scooter, please contact Spin directly. Company phone number and/or email contact information are located on each device. Also, an identification number is located next to a QR code on the scooter. Have this number ready when contacting the mobility provider or the city.

Reporting to the City

You can also report an abandoned shared bike or scooter through the city’s Ask The City notification system. 

If the scooter or bike is on private property and you are able to, please move it to the sidewalk or another safe place where it can be seen.
