The City of Hopkins recognizes that recent federal immigration activity throughout Minnesota has caused fear, anxiety and disruption of normal life for many individuals, families and businesses. During these uncertain times, the City’s focus remains on supporting residents, strengthening community connections and affirming the values that make Hopkins 'Hopkins'.

The vision of the City of Hopkins is to create a spirit of community where people feel safe, are treated with respect and cultural heritages are celebrated. Our city is stronger because of our diversity, and we remain committed to fostering an environment where people feel included, respected and supported. Hopkins values the contributions of its immigrant residents and recognizes their importance to the strength and vitality of our city. 

The City of Hopkins wants residents to know that the Hopkins Police Department’s responsibility is local public safety. It does not carry out federal immigration enforcement, does not inquire about immigration status and does not collect that information. Calls for police service in Hopkins are answered based on need and safety, not immigration status. HPD is not informed of federal enforcement actions in advance and does not direct or participate in them. In limited situations where public safety is at risk — such as traffic or crowd management — the police department’s role is focused solely on maintaining safety and preventing escalation.

We know that trust and connection are essential to a healthy and resilient community. We encourage residents to continue engaging with City services, community organizations and one another, knowing that Hopkins is guided by principles of fairness, compassion and respect.

The City of Hopkins remains focused on its role as a local government: serving residents, maintaining public safety and supporting the well-being of the community as a whole. City staff continue to work with community partners to listen to concerns, share information and connect residents with available resources. A list of informational resources, community organizations and service providers offering help on a variety of topics, including immigration, food access and more, can be found on our website.

We ask residents to look out for one another, remain peaceful, and prioritize safety during this time. Hopkins will continue to lead with empathy and clarity, and to affirm that everyone who calls this city home matters.
